Qatar is a Major Non-NATO Ally of the United States. Al-Udeid Air Base, located southwest of Doha, hosts the forward headquarters of United States Central Command and a substantial American military presence. Qatar has, since 2012, hosted the political bureau of Hamas, an arrangement maintained at the explicit request of the United States, in order that there be a working channel through which negotiations on Gaza, hostages, and a sequence of related matters could occur.
On Tuesday, September 9, 2025, Israeli aircraft conducted strikes inside the territory of Qatar against Hamas figures gathered in Doha. The figures were, per multiple reports, meeting to discuss the latest American ceasefire proposal, the same proposal the President of the United States had personally championed. The strikes killed six people, including one Qatari security officer.
The President of the United States, who is the convener of the ceasefire and the senior partner of the country whose Air Force conducted the strike, told reporters he was very unhappy about every aspect of the operation. Senior administration officials told the Washington Post and Axios he was, privately, furious. He had been informed too late, he said, to stop it. He had, only after the strike, called the emir of Qatar.
The structural matter is what the chronology says. The President of the United States, in the second year of a second term, presiding over a ceasefire negotiation he had publicly championed, was not informed in advance that an American ally was about to bomb another American ally on the city block where his negotiators were sitting. He was, instead, told after. The notification was, in effect, a courtesy.
Qatar called the strike state terror. Saudi Arabia’s crown prince called for a coordinated regional response. Al Jazeera read the President’s not thrilled line on every hourly broadcast for three days. The Hamas figures who survived returned to the negotiating channel. The ceasefire, narrowly, did not collapse. The credibility around the ceasefire, however, did.
A serious country whose ally is about to bomb another ally is told first, told in time, and told seriously, because that is what the senior of the alliance is. The senior gets the call. The senior decides. When the senior is the one being told after, the senior is not the senior. The senior is the press release.
