The administration’s preferred way of announcing federal workforce reductions is to announce that they have already happened. This is, in the strict reading, a small lie. Many of the 345,000 referenced civil servants have not, as of this writing, been separated from their employment. They have been notified. They have, in some cases, been offered buyouts. A non-trivial fraction are presently at their desks, performing the work the administration says they are no longer performing.

There is a school of public communication that holds it is fine to round these distinctions off in pursuit of a cleaner number. That school operates a number of think tanks and a podcast.

The institutional version of the same maneuver, performed at the federal level, in writing, on letterhead, with a sitting president’s signature attached, is a category error. A press release is a record. A record describes things that have happened. When a record describes things that have not happened in the past tense, the press release is no longer a record. It is a forecast pretending to be one.

Most of the federal workforce, even now, will return your call. They will tell you what they are working on. They will, if you press, say a version of “I have been told my position is not funded after September.” That is not the same sentence as “I am gone.” A working press would distinguish.

The number being repeated is not a measurement. It is a goal. Quoting goals as if they were measurements is the species of administrative theater that gets cited, twenty years later, by historians wondering what we thought was happening at the time.
